Commitment and reference target
ES-SEBAIY aims to make this website understandable, navigable and usable by as many people as reasonably possible, including people who use keyboards, screen readers, zoom, voice input or other assistive technologies.
The design and development reference is the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. WCAG is used as a practical benchmark; it does not remove the need to respond to individual user needs or to test with people and assistive technologies.
WCAG 2.2 is a W3C Recommendation covering perceivable, operable, understandable and robust web content.

Measures currently in place
Semantic reading order
Pages use headings, landmarks, lists, tables, labels and link text intended to communicate structure beyond visual layout.
Keyboard access
A skip link, visible focus styles and native interactive controls support keyboard navigation without requiring a pointer.
Responsive and legible
Layout, spacing and type adapt across screen sizes. Colour is not intended to carry essential meaning on its own.
Text alternatives
Informative images have concise alternative text; decorative brand marks are hidden from assistive technology where suitable.
Labels and validation
Form controls have visible labels, required status and native browser validation. Status feedback is announced politely.
Reduced-motion preference
The site respects the reduced-motion preference by suppressing non-essential transitions and smooth scrolling.

Compatibility and technical basis
The website is designed for current versions of major browsers on desktop and mobile and for standards-based assistive technologies. It relies on HTML, CSS and JavaScript. Core published content remains server-rendered, while the mandate form uses JavaScript to prepare an email draft.
Preparing or sending that draft requires a compatible email application configured on the user's device. Users can always bypass the form and write directly to the published email address.

Known limitations
- A formal independent WCAG audit and testing programme with disabled users have not yet been completed.
- The current website content is published in English only; a multilingual version is planned but is not part of this statement.
- The behaviour of the email application opened by the mandate form depends on third-party software and device configuration.
- Hosting-provider authentication or access screens, when present, are controlled by the provider and may have separate accessibility characteristics.
These limitations are disclosed so the page does not imply a level of assurance that has not been established. Confirmed barriers will be prioritised according to impact and feasibility.

Assessment approach
Current checks combine code-level validation, rendered-page tests, responsive review, keyboard-oriented interaction review and manual inspection of structure, labels, focus treatment and content. These checks reduce risk but do not substitute for a comprehensive expert audit or testing across assistive-technology combinations.
The statement and website should be reviewed after material changes to navigation, forms, media, language support or hosting access.

Feedback and alternative access
If a page, control or piece of content is difficult to use, send the page address, a short description of the barrier and the outcome you were trying to reach. Browser, device or assistive-technology details are helpful but optional.
Feedback will be acknowledged and assessed as soon as reasonably practicable. Where the website cannot provide suitable access, an alternative format or direct route will be considered.
